Lost a Phone or Document in Bengaluru? e-Lost, Police and CEIR Guide

A wallet, certificate, ID card or phone has gone missing. The first question is not “Which form do I fill?” It is: was the item simply lost, or is there theft, fraud, danger or continuing account access?

Do these safety steps before paperwork

For a missing phone, time matters because the device may still receive OTPs or open signed-in accounts.

1. Use the device maker's official find/lock service where available.
2. Contact the telecom provider about the SIM and replacement process.
3. Secure important email, banking, UPI, password-manager and social accounts.
4. Inform the bank or payment provider immediately if unauthorised activity appears.
5. Preserve the IMEI, invoice, box label, mobile numbers and last-known facts.
6. Contact police or emergency help if there was theft, force, threat, stalking or immediate danger.

Do not travel alone to a location shown by a tracking app or confront another person.

When Karnataka Police e-Lost may fit

The official Karnataka Police e-Lost service describes itself as a contactless way for citizens to register a lost article. Its public disclaimer says that police may contact the citizen using the provided details if a Karnataka police station finds the item.

Before starting, prepare:

• the item or document type;
• identifying details that are necessary and safe to enter;
• the approximate date, place and circumstances of loss;
• owner/contact information requested by the official form; and
• a secure copy of the acknowledgement or report generated.

An e-Lost acknowledgement records what you submitted. It does not prove ownership, guarantee recovery, replace the missing document, or automatically establish that every receiving organisation will accept it.

A lost mobile needs a second workflow: CEIR

CEIR is the Department of Telecommunications service for blocking a lost or stolen mobile handset on telecom networks. The current CEIR blocking form requests device and loss information, a police complaint number/copy, identity evidence and OTP verification. The official user manual says the user should first obtain a replacement SIM for the lost number because it is used for OTP verification.

CEIR preparation checklist

• re-issued SIM for the primary lost number;
• IMEI 1 and IMEI 2 for a dual-SIM device, when applicable;
• device brand/model and loss place/date;
• police complaint reference and copy;
• owner identity evidence requested by the official form;
• invoice, if available; and
• another mobile number for OTP/notifications as required by the live form.

Use only the official CEIR/Sanchar Saathi route. Save the generated request ID. The CEIR status page accepts a CEIR request ID or a State/UT police complaint number in the formats described on that page.

If the phone or item is recovered

Do not simply resume using a recovered handset if it remains blocked. CEIR provides an official unblock/update-police-complaint route. Follow the live verification and evidence requirements.

For a recovered document or other article, keep the original report and ask the issuing authority what update, replacement cancellation or record correction is required. That answer varies by document.

• Filing paperwork before securing banking, email and SIM access.
• Using e-Lost for a theft or safety situation without contacting police.
• Assuming an e-Lost report is an FIR or guarantees document replacement.
• Guessing an IMEI instead of using the invoice, box or reliable device record.
• Uploading identity documents to an unofficial “recovery agent.”
• Sharing OTPs with someone who claims they can trace the phone.
• Forgetting to unblock a recovered phone through CEIR.
• Publishing the full IMEI or report number on social media.
