Seva Sindhu, Bangalore One, Sakala or Janaspandana: Which One?
Choose the right Karnataka citizen-service route for an application, assisted service, time-bound Sakala request or unresolved department grievance.
You need a Karnataka government service, but search results send you to Seva Sindhu, Bangalore One, Karnataka One, Sakala and Janaspandana. They are related parts of citizen service delivery—not five names for the same form.

Start with the task—not the portal name
These services overlap at the edges, but they do not perform the same job.
Apply for a service
Search the responsible department and current Seva Sindhu route.
Pay or get assisted service
Check Bangalore One or Karnataka One's live service list and centre locator.
Time-bound notified service
Verify the service and acknowledgement under Sakala.
Unresolved state grievance
Use Janaspandana only after identifying the responsible Karnataka authority.
Begin with four questions
Before creating an account or visiting a centre, write down:
- Which department owns the service?
- Are you applying, paying, tracking, appealing or complaining?
- Does the live official service page offer online completion, centre assistance, or both?
- What acknowledgement or service number will prove submission?
For example, “I need a certificate” is incomplete. Identify the certificate, issuing department, applicant/location eligibility and live service route. A nearby Bangalore One centre cannot necessarily process every service shown elsewhere in Karnataka.
When Seva Sindhu is the likely starting point
The Bengaluru Urban District's official Seva Sindhu page describes Seva Sindhu as Karnataka's platform for government service delivery and says it is integrated with channels including Bangalore One, CSC centres, Karnataka One, Atalji Jana Snehi Kendra and Bapuji Kendras.
Use the official Seva Sindhu portal to search for the responsible service rather than relying on an old tutorial. Read the live eligibility, department, documents, fee, delivery channel and acknowledgement fields.
Prepare before applying
- exact service and responsible department;
- applicant and jurisdiction details;
- current official eligibility instructions;
- only the documents listed for that live service;
- a safe payment method if an official fee appears; and
- a folder for the application number, receipt and later responses.
What Bangalore One and Karnataka One add
The current Karnataka One citizen portal provides online services, Quick Pay, Get Your Receipt and a centre locator. It also warns that some services are available only at selected centres.
That means centre available and service available at this centre are different facts. Check both before travelling.
Centre-visit checklist
- confirm the centre from the live locator;
- confirm the service is available there;
- read the current document and fee instructions;
- carry the application/reference number if the visit follows an online step;
- ask for an official receipt for every payment; and
- check names, identifiers and service details before leaving.
Do not use a 2021 centre spreadsheet as proof that a centre is still open. Use the live locator.
Where Sakala fits
The Bengaluru Urban District Sakala page explains that Karnataka's guarantee-of-services framework covers stipulated time limits for applicable services. This does not mean every Karnataka application automatically has the same Sakala deadline.
For a Sakala-covered request, keep the acknowledgement and any GSC/service number shown. Verify:
- that the exact service is currently notified;
- the designated office and competent officer;
- when the service clock begins;
- exclusions or clarification pauses, if the live rule states them; and
- the current appeal/escalation route.
This guide does not publish one universal Sakala timeline because time limits are service-specific.
Janaspandana comes later, when appropriate
Janaspandana/iPGRS is a grievance route. It does not replace the correct original application, direct department tracker or a statutory appeal.
If an application has not moved:
- check the original portal and acknowledgement;
- identify the current status and responsible department;
- use the service's own clarification, status or appeal route where applicable; and
- use Janaspandana only if the unresolved matter is suitable for that state grievance system.

| Payment succeeded but receipt is missing | Use the official receipt/transaction-status route before paying again. |
| Sakala time appears exceeded | Confirm the exact notified service, GSC/reference, clock start and current appeal route. |
| Application is pending | Track the original application before creating a Janaspandana grievance. |
Common mistakes
- Searching for a portal before identifying the department.
- Treating Seva Sindhu, Bangalore One and Sakala as interchangeable.
- Travelling without checking selected-centre availability.
- Uploading a generic document bundle instead of the live checklist.
- Losing the application, GSC, transaction or receipt number.
- Paying twice when an earlier transaction is still pending.
- Filing Janaspandana as the original application.
- Assuming one fee or timeline applies to every Karnataka service.
