BESCOM Name Transfer in Bengaluru: Sale, Inheritance or Tenancy

Choose the correct BESCOM name-change route, distinguish Account ID from RR number, prepare scenario evidence, and track the official request.

First identify why the name must change

BESCOM's current public instructions call the service Name Change/Change Ownership within Janasnehi. The evidence and handling can differ when the reason is a registered sale, inheritance, tenancy/occupancy, or a spelling correction.

This guide applies only when the latest electricity bill identifies BESCOM as the distribution licensee. A Bengaluru address alone does not prove BESCOM jurisdiction.

NammaGuide is independent. We are not BESCOM, KERC, a meter technician, or a legal authority. BESCOM decides the service route, charge, deposit/arrears treatment, and outcome.

Find the correct number on the bill

The current BESCOM FAQ describes:

  • Account ID: a 10-digit number on the electricity bill; and
  • RR number: the connection number shown on the bill and often marked near the meter.

Do not enter one merely because the form asks for “consumer details.” Read the field label and keep the current bill open.

SYNTHETIC BILL MAP
┌────────────────────────────────────┐
│ Account ID: 10-digit portal account│ → select the account
│ RR Number: connection reference │ → identify the installation
│ Tariff: as printed on current bill │ → choose eligible service route
│ Subdivision: current bill field    │ → jurisdiction/follow-up

NammaGuide decision tree and scenario selector

Is BESCOM the licensee on the latest bill?
├── No → Use the distributor shown on the bill
└── Yes
    ├── Same consumer; only spelling/detail is wrong
    │ └── Verify the correction route
    └── Registered consumer must change
        ├── Sale/gift/partition → Ownership-transfer route
        ├── Death/succession → Inheritance route
        ├── Tenant/occupier → Consent/deposit route as applicable
        └── HT or other tariff → Dedicated regular/HT handling

This selector is practical NammaGuide guidance. BESCOM's current eligibility page says Janasnehi applies to LT-1 domestic and LT-3 commercial connections below 18 kW (excluding 18 kW), and lists name change among the available services. Use the tariff and load printed on the current bill; HT and other ineligible cases need the applicable route shown by BESCOM.

Preparation checklist

Keep these reference items ready before login:

  • current electricity bill;
  • 10-digit Account ID and RR number;
  • tariff/account type shown on the bill;
  • reason for change;
  • old and proposed consumer names exactly as they appear in supporting records;
  • arrears/current-bill status;
  • existing request number if the process has already started; and
  • a private folder for acknowledgement, demand letter, payment receipt, and response.

Evidence categories to verify in the live form

The open BESCOM FAQ does not publish one current name-transfer upload list for every scenario. A BESCOM-hosted Conditions of Supply document provides an older regulatory baseline covering evidence such as registered sale/partition/gift documents, succession instruments, lease/rent/licence documents and consent in relevant occupier cases, dues/deposit handling, and a fresh agreement.

Because that PDF is an older consolidation, use it to understand the evidence category—not as a guaranteed 2026 checklist. Upload only what the live official request asks for.

Current online process

The BESCOM FAQ gives this public sequence:

  1. Sign in or create the customer account on the current BESCOM website.
  2. Open Janasnehi in the customer dashboard.
  3. Choose Name Change/Change Ownership.
  4. Select the correct Account ID.
  5. Complete the form and upload the documents requested for that case.
  6. Submit and save the generated Request ID.
  7. Pay the amount displayed through the official request flow.
  8. Download the generated form/application and demand letter when available.
  9. Use the official name-change tracker with the Request ID.

Do not interpret payment as completed transfer. Track until the official account record shows the result.

Troubleshooting

ProblemWhat to check
Account cannot be selectedConfirm the 10-digit Account ID, account login, and BESCOM licensee on the current bill.
Fast-track/Janasnehi option is absentVerify tariff eligibility; other LT or HT cases may use different handling.
Name spelling differs across documentsDecide whether this is same-person correction or actual ownership change.
Portal asks for consent/deposit actionRecheck whether the applicant is an owner, tenant, occupier, or successor and follow the live demand.
Payment made but request not completeSave payment/demand letter and track the Request ID before filing another request.
Request is rejected for documentsCompare the rejection with the exact live scenario; do not upload an unrelated generic checklist.
Ownership or succession is disputedStop treating it as a routine utility update; use the prescribed legal/regulatory route.

Common mistakes

  • Using RR number in the Account ID field.
  • Selecting a fast-track route without checking the bill tariff.
  • Treating spelling correction and ownership transfer as the same event.
  • Uploading a sale deed for an inheritance or occupier scenario.
  • Assuming a property sale automatically changes the electricity account.
  • Ignoring arrears, security-deposit treatment, or an official demand letter.
  • Paying outside the official request flow.
  • Promising a 24-hour result for every consumer.

If the request becomes an unresolved service problem, use the BESCOM complaint and escalation guide. For a municipal owner-record change after sale or inheritance, separately review the eKhata correction/mutation guide.

Fee and turnaround: the official pages conflict

The authenticated portal calculates the amount for the actual request. An older regulatory text contains fixed transfer charges, but the research did not locate a definitive current 2026 schedule that safely applies to every tariff. This article therefore does not publish a fixed fee.

The current name-change page advertises completion within 24 hours, while BESCOM's FAQ answers the service-time question as “3 working days (24 hours)” after registration and payment. Because those units conflict, NammaGuide does not present either as a reliable universal promise. Save the Request ID and track the account; do not plan a transaction around an ambiguous marketing statement.

Official next action

  1. Open the current BESCOM website.
  2. Read the current BESCOM FAQ and sign in to Janasnehi.
  3. Check current Janasnehi eligibility against the tariff and load on your bill.
  4. Track an existing name-change request.

Government instructions versus NammaGuide guidance

BESCOM controls eligibility, documents, fees, deposits, arrears, processing, and the resulting electricity account. NammaGuide adds the scenario selector, identifier map, preparation checklist, contradiction warning, and troubleshooting. Optional paid help is secondary and limited to guidance time; it is not a utility fee, submission, legal verification, representation, influence, or guaranteed transfer.
