BWSSB Bill, New Connection and Complaint Guide for Bengaluru

Choose the correct BWSSB route for a complaint, existing bill, or Jaladhare new connection, with identifiers, evidence and verified official links.

One topic, three different tasks

Do not start with a generic “BWSSB form.” First decide whether you need to:

  1. report a water-supply, sewerage, or safety issue;
  2. check/pay/troubleshoot an existing bill; or
  3. apply for a new water/sewer connection.

The BWSSB website publishes 1916 as its 24×7 helpline, 14420 for safer cleaning of septic tanks/sewers, and 8762228888 as WhatsApp messages only. A Bengaluru address does not by itself guarantee that a new connection is technically feasible or inside the serviceable network.

Know the three references

  • RR number: identifies an existing BWSSB connection/bill.
  • Complaint number: tracks a submitted complaint.
  • Application number: tracks a new-connection application.

Do not substitute one for another. Keep the reference next to its date and portal.

Report a complaint safely

The official BWSSB complaint form requests consumer/contact details, complaint address/location, category and subcategory, optional RR number, and a description.

Complaint checklist

  • Is there immediate danger from an open sewer/manhole or unsafe cleaning?
  • Is the problem at one connection, several properties, or public infrastructure?
  • What is the exact safe location and nearest landmark?
  • When did it begin, and is it continuous or intermittent?
  • What live category/subcategory best matches it?
  • Is an RR number relevant and available?
  • What action is requested?

Complaint steps

  1. For sewer/septic danger, call 14420 and keep people away.
  2. For other service issues, call 1916 or open the official complaint form.
  3. Select the current category/subcategory rather than copying an old list.
  4. Provide an exact location, concise description, and RR number if relevant.
  5. Save the complaint number.
  6. Use the official complaint tracker.
  7. If marked closed but unresolved, record the continuing condition before follow-up.

No universal official complaint-resolution period was verified. A status label is not proof that the physical problem is fixed.

Existing bill and payment preparation

  • Use the RR number printed on the current BWSSB bill.
  • Reach payment through the current BWSSB homepage/service link; do not trust a guessed deep link.
  • Confirm consumer/property details, billing period, arrears, and amount before payment.
  • Save the transaction reference and official receipt.
  • If the bank is debited but no receipt appears, check status or call 1916 before paying again.

The durable destination of BWSSB's quick-pay link was not independently established in the approved research, so this article intentionally links the BWSSB home page rather than publishing a potentially stale payment URL.

Billing evidence pack

  • current bill and RR number;
  • billing period and disputed item;
  • meter reading/photo where relevant and safe;
  • receipt or gateway reference;
  • redacted bank debit if payment status is disputed; and
  • complaint number and response history.

Never publish a full bill, residence location, mobile number, or payment details while seeking help.

Apply for a new connection through Jaladhare

The current Jaladhare portal presents this high-level workflow:

  1. Register/sign in using mobile OTP and the contact details requested.
  2. Access/pay for the application form through the official workflow.
  3. Complete applicant, property, and connection details.
  4. Upload the documents shown for that application type.
  5. Submit and save the application number.
  6. Track using the registered mobile/application reference.
  7. Respond to inspection, feasibility, demand, or clarification steps shown by BWSSB.

Publicly listed connection-document classes

The current portal lists:

  • lease-cum-sale deed or sale deed;
  • Khata certificate;
  • building/sanction plan;
  • photograph of the building with the owner; and
  • rainwater-harvesting adoption document for premises of 1,200 square feet or more, as stated by the portal when checked.

An older BWSSB page mentions additional conditional items. Follow Jaladhare's live checklist for the selected property/application type; do not upload an older generic list.

Connection charges and target labels

Jaladhare lists charge categories including application, attachment, inspection, deposit, meter, sanitary point, prorata and actual line-related charges. The amount depends on the application/property, so this guide does not publish a fixed total.

When checked on 13 August 2026, the portal displayed target labels of 14 days for residential and 42 days for commercial/high-rise. The public screen did not clearly establish what event starts the clock for every case. Treat these as portal-displayed targets—not unconditional guarantees—and recheck them before applying.

Common mistakes

  • Using the connection portal for a complaint on an existing RR.
  • Confusing RR, complaint, and application numbers.
  • Treating an open sewer/manhole as a routine billing issue.
  • Calling a messages-only WhatsApp number for voice assistance.
  • Paying from a search-result link rather than BWSSB's current site.
  • Assuming every charge category applies at one fixed amount.
  • Treating 14/42 days as guaranteed without checking the clock trigger.
  • Uploading deeds or personal data into a public complaint description.
